New publication “Inequality and Optimal Redistribution” from Hannu Tanninen, Matti Tuomala and Elina Tuominen.
From the 1980s onward, income inequality increased in many advanced countries. It is very difficult to account for the rise in income inequality using the standard labour supply/demand explanation. Fiscal redistribution has become less effective in compensating increasing inequalities since the 1990s. Some of the basic features of redistribution can be explained through the optimal tax framework developed by J. A. Mirrlees in 1971. This Element surveys some of the earlier results in linear and nonlinear taxation and produces some new numerical results. Given the key role of capital income in the overall income inequality, it also considers the optimal taxation of capital income. It examines empirically the relationship between the extent of redistribution and the components of the Mirrlees framework. The redistributive role of factors such as publicly provided private goods, public employment, endogenous wages in the overlapping generations model and income uncertainty are analysed.
The 74th IIPF Annual Congress
The 74th IIPF Annual Congress will be in Tampere, Finland on August 21–23, 2018. The International Institute of Public Finance (IIPF) is the world organization of public finance economists, comprising approximately 750 members from over 50 countries.
Researchers working in STN-WIP have been well-represented in the Local organizing committee. There is a Special Session on the occasion of Matti Tuomala’s retirement, on Wednesday, 1:30pm–3:30pm, with papers by professors Vidar Christianssen (University of Oslo) and Ravi Kanbur (Cornell University). Vidar and Ravi are internationally renowned researchers and established collaborators and coauthors to Matti in e.g. optimal taxation and inequality studies.
WIP-hankkeelle jatkorahoitus
WIP-hanke on saanut Suomen Akatemian Strategisen tutkimuksen neuvostolta 2,6 miljoonan euron jatkorahoituksen. Hankkeen toiminta jatkuu vuoden 2021 huhtikuun loppuun.
Konsortiomme on tavoitteidensa mukaisesti selvittänyt eriarvoisuuden laajaa kirjoa ja miten politiikka sitä on muovannut. Olemme tuottaneet uutta tutkimustietoa eriarvoisuuden lähteistä koko elinkaaren ajalta. Tätä tietoa voidaan hyödyntää sekä hyvinvointijärjestelmien rahoituksen että tulojen uudelleenjaon kannalta. Olemme laajentaneet tulojen uudelleenjaon perusmallia tarkastelemalla eri rahoitus- ja uudelleenjakokanavia ja julkisen vallan vaihtoehtoisia tavoitteita. Olemme tuottaneet myös uutta tietoa työpaikkojen polarisaation ja epätyypillisten työsuhteidenkehityssuunnista ja seurauksista. Lisäksi olemme arvioineet nykyisten sosiaalipolitiikka- ja työhön aktivointiohjelmien tehokkuutta uusien sosiaalisten riskien ja uusien työllistymistapojen näkökulmasta.
